The Recon perk marks enemies on the radar for your entire team that have been hit by one of your explosives. The pro version of the perk does the same thing but marks anyone hit with a bullet.

The end result is that once you mark a player, if you do not take them out then someone on your team should be able to very quickly. It is a lot easier to take out players once they have been painted to the mini-map.

This effect lasts for 12 seconds in both cases. The only perk that effects this is Dead Silence Pro, which cuts it down to six seconds. Assassin does not effect Recon.

Recon is one of your starting perks as soon as you unlock your custom classes. To unlock the pro version, you have to mark 120 enemies with your explosives.

Note that flash bang and EMP grenades have a big range and will mark players. You can also use a grenade launcher or rocket launcher as a secondary weapon slot to get more explosives to mark enemies with.

The Recon perk is an interesting one and definitely has some uses. The main problem with this perk is that you have to choose between it, Scavenger, and Sleight of Hand. Any fully-automatic SMG or Assault Rifle should opt for Scavenger or Sleight of Hand depending on skill level, so that rules Recon out.

I think the best weapon to use the Recon perk with is a Light Machine Gun. LMG users get lots of inaccurate bullets which are very good at painting people to the mini-map. Additionally, the big ammo clips and generous amount of starting ammo with the LMG makes Sleight of Hand and Scavenger less appealing.

If you do use this perk, the best way to use it is before entering a building you think people might be in. Toss in one of your grenades or flashbangs and you will get to see where the person (or number of players) are positioned, making an approach into a key building much easier.
