How to Unlock Overkill and Overkill Pro and Their Function

The Overkill perk takes up Perk Slot 2 and lets you use two primary weapons. It is unlocked as soon as you reach level 47.

The Overkill Pro perk allows you to put attachments on your second primary weapon and is unlocked by getting 120 kills when using the primary weapon in your secondary slot. To make unlocking this easier, you can just put your weapon of choice in your "secondary" slot and switch to it as soon as the match starts.

Modern Warfare 3 Overkill Strategies

The Overkill perk is an interesting one, but I think it has limited usefulness in Modern Warfare 3. Its most obvious synergy is with the Riot Shield, allowing you to use a Riot Shield (which takes up a primary weapon slot) as well as a normal secondary weapon.

A strategy for using this would be to use a defensive Riot Shield to creep slowly up on your enemies and then swap out to a shotgun once you got close. This is hard to defend against if you run with a teammate who can give you support fire against people who try to out-range you.

Another decent strategy is to use Overkill with a Sniper Rifle and a Shotgun, allowing you something good to switch to for melee combat. However, this is only useful on Consoles and fairly worthless on PCs, where players can quick scope just as easily as they can use a shotgun.

The main problem with using Overkill for a non-Riot Shield build is that you have to give up Quickdraw, Hardline, or Assassin to get it, all of which are great perks.

The second problem with using Overkill is that the best secondary weapon naturally would be a Shotgun, and if you really want a shotgun you can always equip an underside shotgun onto any Assault Rifle.

Finally, you may have noticed people using Akimbo Machine Pistols as their secondary. If you have Steady Aim equipped, these are just as effective as a shotgun in CQB, rendering the whole underside shotgun thing a moot point and making Overkill seem really useless for anything but a Riot Shield build.

For this reason, Overkill should mostly be relegated to Riot Shields or specialty Sniper Rifle builds. Running around with an Assault Rifle and a Sub Machine Gun (like the Grenadier default class) is just a waste of a perk slot.

Modern Warfare 3 Overkill Perk Conclusion

The Overkill perk is the natural slot 2 perk for the Riot Shield. Other classes should consider using an underside Shotgun attachment if they want two weapons as giving up Quickdraw, Assassin, or Hardline is definitely not something easy to do.
